This is almost certainly the right Charles, although he says his mother was born in PA, however his birth date is an exact fit. This George Everingham listed is his nephew; George Franklin Everingham, son of William H. Everingham.

Not sure if this is the right family because he says his mother was born in PA, however it is almost certainly the same Charles listed in 1900 (above), same village. We may need more research about the ANKER/ANGER family and look at Pennsylvania.
