I can't find an exact match for Elizabeth or Henry & Elizabeth's marriage, so here are some known Henry Norris' marrying "Elizabeth" in Hampshire, England between 1780 and 1804;
Henry Norris married Elizabeth Donaldson 23 March 1783 Alverstoke, Hampshire, England.
other records show her name as "Elizabeth Dollison", either way this marriage is over 20 years too early to belong to this family.
An unnamed Norris married Elizabeth Cox 25 Jan 1793 at Alverstoke, Hampshire England. -still seems too early, but only 11 years before Robert was born.This leads no solid matches if we only look at Hampshire. So expanding the search to England in general between 1795 and 1804, we find the following possibilities;
Henry Norris married Elizabeth Bimson 10 Oct 1803 at Eccleston, Lancashire.
Any of these could be the right Elizabeth, but nothing seems absolute.
